William Deane, CEO of JP Donovan Construction, celebrates the construction crew for completing the structural steel frame for the new payload processing facility as part of a topping-out ceremony at Vandenberg Space Force Base, California, Sept. 2, 2026. The framework, which was completed ahead of schedule, required 8,300 man hours and 1,110 tons of steel to complete. The new processing facility, administered by Astrotech Space Operations, will provide increased processing capacity for a host of U.S. Space Force satellite program offices working to field the nation’s eyes and ears in space.
