VANDENBERG AIR FORCE BASE, Calif. – Lt. Gen. Larry James, the Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance, Headquarters U.S. Air Force, Washington, D.C., retires Chief Master Sgt. James A. MacKinley, the 14th Air Force former command chief, during a retirement ceremony at the Pacific Coast Club here Friday, Aug. 12, 2011.
